I see the thermostat as controlling when the heating is on, and the temperature of the most critical space. The radiator valves then prevent the individual rooms from being heated excessively if that is needed to bring the main room up to temperature.

There's be some scope for individual sensors and valves, allowing flow to one or several or all rooms or heat shedders, but I think that probably works out more fiddly for now.
