[LUG] Persistent net rules

My Pi (again) has two wifi cards
/etc/udev/rules.d/70-persistent-net.rules is:

SUBSYSTEM=="net", ACTION="" DRIVERS=="?*", ATTR{address}=="00:c1:41:39:09:7e", ATTR{dev_id}=="0x0", ATTR{type}=="1", KERNEL=="wlan*", NAME="wlan0"
SUBSYSTEM=="net", ACTION="" DRIVERS=="?*", ATTR{address}=="00:c1:41:39:0b:34", ATTR{dev_id}=="0x0", ATTR{type}=="1", KERNEL=="wlan*", NAME="wlan1"

wlan0 comes up on boot but I have to ifup wlan1 and then
sudo service isc-dhcp-server start
to get the hotspot working.
What is I missing
