I have never looked into chef and puppet myself, but for managing Raspberry Pis depending on where they are and what they are doing, have you looked into PiNet which is the Linux LTSP System for the Raspberry Pi?Â
You would need an LTSP server and network ports/switches that the Pis connect to.
