I managed to open it using the last available version of adobe reader for Linux (9.5.5) on Kubuntu 12.04. Looks like it would allow me to fill in the form too.

I don't know what distros you can get it for, but there is a deb available here http://ubuntuhandbook.org/index.php/2014/04/install-adobe-reader-ubuntu-1404/ for ubuntu 14.04

Getting no-where with this, but thanks for the replys. Can't even open it on a Mac with the latest Adobe. Thanks a lot uk.gov.
