Only if they were based somewhere which would not "co-operate" with the
British government. e.g. China or Russian Federation.
There's unlikely to be any restrictions now when it comes to US based
services.

To have any possibility of being secure this would need to be through
client side open source applications. (Something likely to be especially
difficult with tablets.) Anything offered by a webmail service provider
themselves cannot possibly be audited by a potential user (or a
cryptographer of their choice.)
