Steganography (the art of concealing a message within another message)
sounds nice in theory, but isn't very practical. In most cases,
especially when it comes to mass surveillance, metadata (who's speaking
to whom, when and how often) suffices, so steganography doesn't help
much either.

And Tom made a very good point: the Charlie Hebdo attackers were
brothers. Apart from the fact that they saw each other often enough so
that they wouldn't have needed the Internet to communicate, meeting
regularly would in no way have been suspicious.
