I use Chaos Intellect
http://www.chaossoftware.com/ links to my sony android phone via Google sync plus other alternatives
Also you decide where you keep the data not in
Program files/ user/xyz/somewherehidden. makes backing up easy.
 
I can sync with my laptop go and do research and then sync back when I get home either over a network or the web.
Also has a very useful add on Legal Billing as I do research for clients and I can keep track of time and Tasks for the client and do billing from there.
It Runs in windows but you may be able to run  it in Wine if you want to use a Linux environment  but you did say
" running on Microsoft / Internet explorer"
As someone who currently uses Windows but looking to move to Linux I would also be interested in Linux  options for a replacement for MS Outlook and am thinking of experimenting with putting Linux on an old HP Laptop.

I never got on well with Evolution. I tried for quite some time connecting it up with an Exchange server and working with it daily but just didn't get on with it... even set it up top access the Exchange server via IMAP instead... still not impressed.
