I'm no expert, but it's starting to look like a hardware issue to me.
Could be the drive itself, the i/f on the mobo, or maybe just a dodgy
cable or connector.

Maybe you've tried changing some (or all) of the above items, I can't
remember.  If not, try plugging the drive into a different socket on the
mobo, swapping the drive cable, etc.  Although first port of call might
be whether the drive is listed in the BIOS device list.

My only issue with it being a hardware problem is that it does work /sometimes.  Once or twice I have put a DVD in the drive and it's automounted with a prompt asking me what I want to do.  Other times the disk has been in the drive at boot and it's been recognised and mounted, this being the more frequent behaviour.  I would have thought had it been a physical hardware issue it wouldn't have mounted at all.  Also as I've mentioned to bad apple previously, it's a triple-boot box - Windows XP, Windows 7 and Mint 15, and the drive behaves flawlessly in the other two OSs.  Worth a try though, but as I am in a wheelchair it will have to wait for the weekend until a friend visits who can pull the box for me - I'm in South Wales otherwise I am sure I would get offers from the LUG to assist with that.

Following on from the above, I tried moving the mount points of the drives from /media/julian to /mnt - wouldn't accept mount -a as it said they were in use so I rebooted.  None of the drives mounted as usual on the desktop or in the file browser, so I changed the fstab back to point them at /media/julian and they mounted as per usual.  The DVD has also mounted on boot - with a disk in the drive so I've rerun some of the commands suggested by Brad and bad apple to see what it says while the drive is mounted:
