I've had this problem before and its a pain. theres a few causes and fixes

could you let us know what you have done to try fixing the issue.

the secruiuty warning part means that you or someone has attempted rooting and/or installing a custom OS.
Â
try unlocking the bootloader again and re-lock it that fixed my issue

Sounds like the system has become corrupted. The blurb above tells me that you've probably not installed a custom ROM. How old is the phone? Is it going to be under warranty? If not, you could try either downloading an HTC ROM and flashing it (usually pretty simple) or trying your hand at something like Cyanogenmod (not ad simple but not that hard either).
