IIRC it was part of the protocol, from an early stage. But even then
the server had to take what the client told it on trust. Hence ident
lookups were brought in. The original "nickserv" being just a regular
"bot" client anyway.
The original, Finnish, authors of IRC were of the view that nicks were
like CB "handles" and were not "ownable".
