In this case the "program" would appear to be the spreadsheet.
More an issue of what's "data" and what's "code"...

Putting the same spreadsheet into Apache OpenOffice, LibreOffice,
Gumeric, KSpread, even a different version of MS Excel might well
produce the same results.

A better way to put things would be publishing the "results" (and
"conclusions") without publishing the "method".

Whilst the BBC points the finger at "Microsoft Excel", in this context
it is more of a "programming language implimentation". Which would
appear, in this case, to be not be at fault.

The problem really is the modern paradigm that computing can be made easy which is a complete load of upper case numbers! I do think economics is a special case though - even if the spreadsheet was correct programmatically the chances of the input data or the logic in it were of any use is another matter.
