Have you tried streaming video from other devices?
Is your wifes device running windows?
Do you have a wireless network?
Is it possible a neighbour is leeching your connection?

Your copper line is running at full speed - you have 8Mb in and 400Kb out. That's full speed for the technology you're connected to.

The issue is that you're using a rubbish ISP. Their interconnect with BT is oversubscribed and their internal network is probababoy oversubscribed too.

The solution is to PAY MORE for a quality ISP.

TT don't always use their own kit. They'll resell BT's just like 100s of
others do when they haven't LLUd the exchange.

I suspect Neils exchange simply hasn't been upgraded to ADSL2+

Not that that would make any difference as the data would still go via
TT's network, and I'd be willing to bet that they're paying the absolute
minimum to BT that they think they can get away with - so their
interconnect with the BTW network will be barely adequate at the best of
times, even if their own internal network is good - the bottleneck will be
between them and BT.

All that said, the complaint is about reliability not speed, so are you
experiencing packet loss (e.g. no reponse to page requests, pages that seem
to lack styling or frequent but intermittent scripting errors) ??
