TT don't always use their own kit. They'll resell BT's just like 100s of others do when they haven't LLUd the exchange.
I suspect Neils exchange simply hasn't been upgraded to ADSL2+Not that that would make any difference as the data would still go via TT's network, and I'd be willing to bet that they're paying the absolute minimum to BT that they think they can get away with - so their interconnect with the BTW network will be barely adequate at the best of times, even if their own internal network is good - the bottleneck will be between them and BT.
