Doesn't the whois command provide you with that information?

> whois 80.68.88.22
[...]
inetnum:        80.68.88.0 - 80.68.95.255
status:         ASSIGNED PA
tech-c:         BYT2-RIPE
[...]

(That's not strictly a CIDR network, but can easily be turned into one
of course.)
