Yes, exactly that.  Incorrect terminology on my part.

Ultimately though, if ebuyer sell the machine with Windows and a
purchaser declines to accept the license, ebuyer would probably expect
them to return the machine for a refund, rather than just get a refund
on Windows.  Assuming Windows is already installed (almost inevitable),
of course.
