Yes. You create a web page with the words "computer" "repair" and
"totes" (or even "totnes") in it, make sure it isn't excluded from
search by say "robots.txt" or meta tags, and then link to it from other
places.

Typically sites with only one link take a while to be indexed, or in
some cases never seem to index, so you want at least two links that
Google will find. You can use the "addurl" link suggested, but it needs
links to do anything useful.

Of course coming out top for the search in Google may be more difficult.

The top two hits for "computer repair totnes" amongst other things have
in their titles the words "computer repair totnes", and contain relevant
content in the page. In this case it should be fairly easy to get number
one position for that specific search term.

Have you checked with Google Keywords Tool how many people search for
that phrase every month?
