Nope, Microsoft don't allow this. You can transfer the Full (i.e. not Upgrade) Retail Boxed copies of Microsoft software but not OEM, or upgrades when they've been used to upgrade OEM copies of software (in Microsoft's view they are then extensions of the OEM license).
