Most things I have seen have the license included in a separate file.
I'm not sure I've seen much CC licensed stuff with watermarks on,
usually a CC license indicates you are happy for others to use the work
freely, but with attribution.  Watermarking is likely to reduce the
chance of the image being used if its too obvious, isn't it ?

Have a look at Phatch, it can watermark your photos and add tags very
easily and automagically. Phatch is specifically designed to work on
batches of images/photographs automatically doing the sequence of
actions you tell it. It could also resize, add borders or whatever else
you want.

It won't design your watermark overlay for you I'm afraid though :P

Personally, I think I would tag the images, and include a discrete
watermark bottom right with just the creative commons icon and name.
Then include a bog standard CC license in a text on the CD.
