Depends what is local to you. Where abouts are you? I'd suggest looking at this site for starters... http://nakedcomputers.org/You're going to probably get a really good spec PC for £1500, I'd say you'd easily get a Phenom II X6 and top of the range graphics card, but is there any particular reason though?
If you go for a top end graphics card (from any manufacturer at the moment) you'll be limited to proprietary drivers. I understand there is work going on with Nouveau on the NVidia side and some new open source code for the ATI Radeon HD5000 series graphics cards has recently been released but I doubt it'll be up to much right at the moment.
Can I ask what exactly you're looking to do? We can probably recommend a better sort of hardware spec tailored more to what you want then.
