Re-enabling TLSv1 didn't seem to break, but likely I have a connection 
still open.
There is a report of similar in the openssl mailing list, which again is 
the IBM HTTP server, which is basically Apache.
One can probably debug it further with openssl, as Curl fails, but 
openssl can connect to the server as a client. I suspect a libssl0.9.8 
bug, or poor server configuration (maybe a bad tech note or some such at 
IBM).
Can anyone confirm if this is Debian specific. i.e. try:

curl  https://services.orange.co.uk/launchpad/launch?ServiceId=sss

In other distros and see if the answer is:

curl: (35) Unknown SSL protocol error in connection to services.orange.co.uk:443
Or something more useful.
