If they think overhead cables are too ugly then they can bear the cost

Almost impossible. Too many hoops to jump through - permissions, payments, etc.

The best network environments I have been on, are ones my neighbours
and I have set up. It gave a real sense of community to boot. In
Romania I've heard of similar things. They have a great fibre
infrastructure and it's set up by resident initiatives in several
areas.

Wireless would seem to be the answer to that, but even then, you need places to build infrastructure and I worked/ran one such project which failed and think back to Ionica for another more public one which also failed )-:

So doing something on a micro-local level - i.e. a neighbour or 2 is great, but try to go over the road ... Sadly it's just not practical - at least I don't think so. Would love to be proved wrong...

In the "community broadband" system I helped setup once upon a time, we got over 100 promises, then only 50 offered to put money, and the first cheque bounced. The company folded 6 months later, and I was left running it, and funding it on my own until BT enabled the exchange another 6 months down the line.

So I may appear a bit negative towards these sorts of schemes!
