The "system" being the tendering system. To state that the software
"works" may require a redefinition.

Sounds like more often the current software is more likely to "crawl"
than "run".

If dumping an entire database to a couple of DVDs and losing them in the
post any kind of "data sharing agreement" worth preserving :)
