Similar problem in North.
I run on a BT line as SP about 1.8 to 3MB.
However also for local churches I try to provide IT aid to youth worker
who needs Wireless Broadband. This I find is highly erratic irrespective
of any promises. (O2 and Vodaphone only cover the whole workers area).
Also drops to 2G from 3G i.e back to old modem rates at times.
3G (Higher speed) not/never guaranteed.

You need then to provide a test kit for you to try to see local effect.
20 feet movement can drop speed by 50%.
