[LUG] FOI Response - DCC corporate procurement policy

I am in receipt of your Freedom of Information request regarding Devon County 
Corporate Procurement Policy, covering free software acquisition.

The Council's Corporate Procurement Policies relate to the arrangements for 
purchasing.  When assessing new or replacement software solutions the full life 
cycle cost of any solution is considered. The life cycle cost establishes the 
criteria for the purchasing and or the tender process to be adopted.  In any tender 
process named or specified products are not permitted.  Our interpretation of your 
request assumes that by free software you mean Open Source Software.  As you have 
previously been informed, Open Source software may be assessed at the time of 
investigation and business case preparation.  If a decision is made to purchase, 
then Corporate Procurement Policies apply.

My interpretation of this is as follows

To acquire new software

- A rough business case is done as cost justification
- Then a tender is issued for purchase and support over the life cycle

But

- No tenders have been launched for Open Source support
