3.5Ghz on an E5200 will have both, as an example, my E2180 with a standard speed of 2Ghz is now running at 3.33Ghz, it fails intel's burn test, however it will stand up for a good hour or two of orthos with no errors, and for everyday usage it's perfectly stable. An E5200 at 3.5Ghz would have a comparatively lower overclock... the only problems with stability I can think of are extreme speeds, extreme voltages, extreme temperatures, or something that a friend of mine is guilty of, trying to overclock very far without changing the voltage. Pillock thought he had a bad chip...

The debate on overclocking falls (generally) into two camps - do you
want stability or speed?  You *can* overclock anything you like, but at
some point you'll sacrifice stability.  My (OK now old) AthlonXP 2400+
has a stock speed of 1.6Ghz and I have it running at 2.18.  Over that
starts to get unstable.  The key element I find though is to make sure
the RAM and CPU speeds are in sync or it will crash all over the place.
