I'm a bit confused when you say Programme Server, what exactly is it?

You might want to have a look at SME Server (www.contribs.org) which can
act as a file/e-mail/intranet server. It's possible for it to act as a
gateway so it can be accessible from the internet to things like
VPN/webmail and it can also be accessible internally from the network.

It has a feature called iBays. Each iBay can share files via samba or
FTP and you can also put web pages in there which can be set to be
accessable via the internet or only on the internal network and these
can be password protected too.

It's based on CentOS Linux and dead easy to setup with a nice friendly
web interface.
