Sounds like a half-way-house between suspend/hibernate and reboot. 

Hmmm. Not sure what the benefit will be, other than playing games with
uptime.

If all services are restarted, it's still scheduled downtime. 

What happens about fsck as well? Isn't this just going to make it worse
when fsck finally does run after unscheduled downtime? That will add a
large slice of extra time to any failure.
