Actually - there are a few tools around to transfer data between CMS's. Generally they are a script or set of scripts that simply copy from one mysql database schema to another once the new one is installed and laid out. Converting a CMS that has a lot of data on it to another is no simple task - but you're right, sometimes you will have to roll your own converter.
