All this is all very well,  do swiss and australian schools have access 
to IT technicians even at primary level,  or is it like in the uk where 
the job of IT co-ordinator, also seems to include web sites,  fixing 
problems, etc etc,  i.e the work that would normally be done by the 
technical staff allowing teachers to get on and teach.

If so,  then this is the main difference and could explain the slow  
take up.
