Neil,
I have not tried doing so but I would imagine he can use PCs at schools 
and libraries as well as Internet Cafes. At these places he may be able 
to upload the photos and save them to a memory stick as well to transmit 
the by email.
We have used such public PCs in many countries saving having to carry a 
laptop with us on our travels.

Somebody more knowledgeable may well shoot this idea down :-)
