You don't make a wireless card visible to other PC's, it just needs to
connect to the AccessPoint - the router generally. The router grants an
IP address to the card just as it grants an IP to each computer
connecting to the router using ethernet. To connect to the router, each
Windows box needs a wireless card or cabled ethernet connection to the
same router. Is the router configured to enable the AP?

If your router has enabled the AP and wireless card cannot see it in
Ubuntu, then the card is not configured properly (no matter how it may
look or what lights may or may not be showing).

A wireless card needs an access point - end of story. You don't connect
wireless cards to other computers directly, the AP must be supported by
whatever is providing the rest of the networking in your home - usually
the broadband router. If that does not support wireless, you need to buy
a new router. If it does support wireless, go into the configuration
interface for the router (see the manual, each one is v.different) and
enable it.
