I believe it is some sort of rolling temporary thing and, when movement is detected, it saves a second or two before the event (adjustable in the config) as well as the event itself and a bit afterwards if you desire. Useful for video more than the pictures I grab,but a useful feature. A setting called pre_capture I think is what it uses from memory. Motion is a very powerful program with plenty of adjustable options to cover pretty much any scenario you may need.
