The petition needs a lot more precise detail IMHO; a) in order to let the recipients (10 Downing Street) know what it means in plain English b) so that more people will sign it. The question has to be asked 'Would you sign a petition if you didn't know exactly what it was for?' The petition could have said something like 'We, the undersigned ask that the government act to persuade Original Equipment Manufacturers (of personal computers) to provide equipment free of pre-installed Operating Systems; therefore allowing the public the choice they deserve, releasing them from the Microsoft monopoly'. That IMHO would have told the government what is meant in plain English, and also anyone seeing the petition would know it meant they had more choice. Even not knowing the full detail of what an OS is, the less technically aware will instinctively know 'Choice is good, none is bad'.
