For terestrial digital TV cards the K-World PCI cards from SVP (www.svp.co.uk) work and they are only just over 30 quid. I think the main problem I found was finding a case. It seems that if you want a fancy media centre case that looks like a bit of hifi/video kit it'll set you back about £100. eBuyer sell a bog standard ATX Desktop case for about £30. I'm not sure on how quiet it is though. I opted for an old beige desktop case from a Celeron which I'm going to spray black (at least it'll do short term). You may also want to consider a quiet heatsink & fan, or even a fanless heatsink such as the Zalman ones that are completely copper. From what I understand they can be used with a low speed and low noise case fan. I'd look at either QuietPC (I think their site is at www.quietpc.com) or Overclockers.co.uk (who specialise in this sort of thing, I would personally recommend them).
