Most decent ISPs will give you a static IP address on request.

Entanet (and hence UKFSN) do it by default, Eclipse do it on request.

It isn't a "hard" thing to do dynamically, but I think better done by
getting a static IP address if one really wants to offer services to
dynamic addresses.
