Then you haven't looked very hard ;) Bytemark and metronet both provide various broadband tarriffs, all including static ip. I imagine blackcat and A&A also do. Of course - this begs the question wtf are you hosting anything important at home rather than at a hosting centre - again check bytemark, blackcat et al.
