Its just a guess, but maybe what was meant was finding people with an accepting attitude towards open source software in general. Many people have an attutude that if it's open source, it's cheap and nasty. I've met many windows users, admins and suppliers that go cross eyed at the thought of using "free" software - they miss whats free about it.
