I've always been lucky here and had MB's with the required option, but it certainly is not on all systems which is a right royal pain.
 
If it's a BIOS option- why didn't I have it all along- and why can't I
get it now? Can I do a hardware fix?


I am suprised that there is not a "thing of purpose" for this very situation. It would be quite easy to make a device that created the required pulse. Pin 14 on a standard ATX needs to be pulled low (ie connected to ground) to do the same job as the power switch. Pin 9 has 5v at all times (10mA max!) so this can supply the "thing of purpose" its power. A simple monostable one shot timer should do it.

Is this a problem that needs a hardware solution?, is there any demand? I could cost one up if there is serious interest.
