You'll need to stick it in a cgi-bin, give it execute permissions and change /writeable/dir to something that your apache user (apache,www,nobody?) can write to. You should just be able to call it something like: http://www.my.site/cgi-bin/download.pl?url=http://www.download.site/file.tar
