This happens on Mac OSX as well. When I stopped to read it, it is quite clear that guile is looking in various places for require.scm, and on Debian testing it is in /usr/share/slib, and this isn't one of those searched.
I've no idea how to poke this information in at the top of the configure, although I dare say it is a Guile environment variable, looks like the default needs amending if slib is installed.
