I found a solution. When I use the console to FTP and set Binary, the 
filesizes match (the remote is updated to show the same as local). When I set 
GFTP to Binary, it IGNORES the request and sends in passive ASCII anyway - 
presumably because it's a text/html file being sent.

The setting is in:
~/.gftp/gftprc
change the A to B in the line 
ext:html:world.xpm:A:
