I thought most of the modern Digital Camera's provide a FAT file system
over hot pluggable USB. In which case it is very likely to do with
operating system level components, at least why it works on Linux.

I don't think we should accuse Kai of Bill bashing, the question looks
like Bill bashing bait, as I'm not entirely sure what Paul proposes to
do if he finds out what Linux is doing right, I think he should ask what
the Windows version is doing wrong.

This isn't the right forum for asking what Windows something is doing
wrong, at least not where the Linux version is already working, I guess
it might be a reasonable quesion if you were proposing to reimplement
something Windows does and Linux doesn't do.

Either use Linux, or upgrade all the relevant software, including Camera
firmware, and try again.
