Politicians have to be *seen* to be doing something, even though anyone
with even a modicum of intelligence can see that what Cameron's doing is
futile.  Same as many other laws passed as a knee jerk reaction to
adverse events;  They take the quick easy, least costly route.

Unfortunately, in the end, it all comes down to budget.   :-(
