The router I got with my ADSL line didn't support IPv6, so if my ISP were to support IPv6, they'd also have to ship new routers, or at least an upgrade to the existing ones. That's a support nightmare. And without new routers, there's little point in spending a lot of effort supporting IPv6. Meanwhile, a lot of work is being done to make big parts of the Internet IPv6 ready. As others have pointed out, it's probably a good thing that the change is happening slowly. Last year I did some research into IPv6 and security, and it would be quite a nightmare if the world suddenly switched to IPv6.
