Even with such appliances the HSE would probably say something to the
effect of "Visual inspection before every use. If found to be damaged
repair/replace. Ditto if cable is damaged in use or appliance
malfuctions. Formal inspection by "supervisor" every one to six months
depending on level of usage" is fine.

Relying on an annual "PAT test" means that a potentially lethal machine
could have been in use for 364 days. Having a cleaner or gardener
perform a simple set of checks before they plug in and switch on means
they can do their job without an easy to avoid risk. Which is the whole
point of the law if the first place...
