The latter.  From what I recall of it the two CDs with 25 million 
records were not *wanted* by the Revenue in total, but the benefits 
people were too lazy to split the information up.  IIRC there was talk 
that it would cost too much.

I wonder how much they've paid in political fallout from their idle 
attitude?
