How can you encrypt to them if they do not have "Public" public key?
I can't, but they give me the option of receiving encrypted email as opposed to web
mails. So I upload my public key to their server and hey presto it works.

Ah! They are using a clear text email analysis on incoming email.
As encrypted incoming mail would not be scan-able.
This allows those with mal-intent, a method of overloading scanners.
