My first guess would be the new file system doesn't support the right attributes.
You are asking for various extras (-A -X), if these vary between copies it may well conclude that it is wrong, and copy it again but not fix the difference because it can't.
Suggest you post the output of mount for both volumes so we can see filesystem type etc, and the summary output from two runs, running it twice in quick succession, so the second should have little to do.
