There's a story that goes that the original mobile 'phone companies
tendering for licenses wanted to use heavy encryption on their
transmitter networks.  The govt. 'suggested' they use light encryption
instead.  Companies that didn't take the hint didn't get the contracts.

I've never checked the veracity of it, though.
