is the granularity of change the trouble?  like, a single arrow-key
tap nudges the view too much?

does magnifying the view (zooming) help?

it's probably not an ideal solution, but you could try something like
this:

 problem:

  down-arrow scrolls twice as far (say) as desired.

 solution:

  1. zoom in
  2. tap down-arrow
  3. zoom back ou
